An auditor report has found that a general aviation airport in San Diego used $44,000 of city money without paying for it.

Montgomery Field and Brown Field used water from fire hydrants for nearly a decade without paying for it, the report says.

The vendor, whom has not been named, was under direction of city staff to take the water.
